Driving Locally-Led Humanitarian Coordination Through Five Core Objectives

What We Do

MLHCP works to ensure local and national NGOs are meaningfully engaged in humanitarian response while effectively interfacing with IASC coordination structures. Through our five core objectives, we strengthen coordination, enable participation, advocate for equitable funding, lead planning processes, and build strategic partnerships.

Objectives

Our Core Objectives

01

Coordination & Information Sharing

Coordenação e Partilha de Informação

Objective

We facilitate coordination and information sharing among local and national NGOs about the humanitarian situation. By creating platforms for dialogue, we enable collective awareness, strategic alignment, and coordinated action.

02

Enable Participation in Coordination Structures

Acesso às Estruturas de Coordenação

Objective

We ensure L/NNGOs have access to and meaningful participation in humanitarian coordination structures including the Humanitarian Country Team (HCT), Inter-Cluster Coordination Group (ICCG), clusters, and working groups.

03

Advocate for Equitable Funding

Acesso Equitativo a Financiamento

Objective

We advocate for equitable funding access for local and national NGOs, including Pooled Funds. We work to ensure local actors have the resources they need to respond effectively to humanitarian needs.

04

Humanitarian Planning & Response

Planeamento e Resposta Humanitária

Objective

We ensure L/NNGOs actively engage in humanitarian planning and response processes, bringing community perspectives and local knowledge to strategic decision-making.

05

Strategic Partnerships & Advocacy

Parcerias Estratégicas e Advocacia

Objective

We promote joint advocacy, strategic dialogue, and inclusive partnerships between local, national, and international humanitarian actors to strengthen the humanitarian system.

Geographic Focus

Where We Focus

While MLHCP has national scope with members across Mozambique's North, Center, and South regions, our primary focus is on crisis-affected areas where humanitarian needs are most acute.

Cabo Delgado Province

The epicenter of Mozambique's protracted conflict. MLHCP members are at the frontline of response in districts like Pemba, Metuge, Chiure, and Montepuez.

Nampula Province

Receiving large numbers of displaced populations from Cabo Delgado while also facing climate-induced disasters. Districts like Erati, Memba, and Nacala are priority areas.

National Coordination

MLHCP maintains presence in Maputo for engagement with national humanitarian coordination structures, ensuring provincial realities inform national strategies.
